The year 2004 marked the 15th anniversary of the Canada-US Free Trade Agreement (FTA) and the 10th Anniversary of the North American Free Trade Agreement (NAFTA) coming into force. While these anniversaries would rather naturally have led to increased interest in ways to broaden and deepen our North American trading relationships, the tragic events of 9/11 have added homeland security as a complicating issue to the already full free trade agenda. With this in mind, in October 2003 the IRPP convened its second "Art of the State" conference around the theme "Thinking North America: Prospects and Pathways." This boxed set presents the results of those proceedings.
